Documented biography of an American engineer who arrived in the Philippines in 1908. Narrates his successes in the Bureau of Public Works and especially in helping build Baguio, where he later served as mayor.

Chapters 14 and 15 deal with the last years of Halsema’s life, when, already retired, he was interned by the Japanese. Due to his age, he was later allowed to live outside internment camp. He was tragically killed by US bombers when they bombed Baguio on March 15, 1945.

This biography is written by his son, who grew up in the Philippines and was a journalist for the Associated Press at the start of the war. Based on research into primary sources and also his own experiences, this is a first-rate biography which includes not just the life of the man, but also his times and contemporaries.
